The Joint Stock Company “Center of Electronic Finance” and the United Nations Conference on Trade and Development (UNCTAD) discussed the outcomes of six years of cooperation within the “ASTANA-1” information system project.

The ASTANA-1 Information System is an enhanced version of the international ASYCUDA platform, which has been implemented in more than 100 countries worldwide. The system fully complies with international standards and best practices in the field of customs administration.

The joint work of UNCTAD and the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan on the implementation of the ASTANA-1 system has significantly improved the level of electronic customs declaration in the country. This has brought a number of advantages, including:

  • 100% transition to electronic declaration;
  • reduction of customs clearance time to as little as one minute;
  • automation of key customs procedures.

Since 2020, JSC “Center of Electronic Finance” has been maintaining and developing the ASTANA-1 Information System. The system operates 24/7, providing businesses with the opportunity for fully paperless declaration while minimizing direct contact with SRC officers. Over its operational period, more than 11 million declarations have been processed.

Since the beginning of the partnership, the parties have jointly implemented several important initiatives within the framework of the legislation of the Republic of Kazakhstan and the EAEU, improving the system by more than 30%.

Key initiatives successfully implemented include:

  • automatic registration and release of transit declarations transported by rail;
  • declaration within the pilot project for cross-border e-commerce of international postal shipments;
  • creation of a single personal account within the ASTANA-1 system;
  • establishment of data exchange with the People’s Republic of China;
  • introduction of advance information submission for international road transport.

The six-year cooperation has led to a significant reduction in customs clearance times, greater transparency of procedures, and improved quality of services for participants in foreign economic activity.
